Question
Can we remove two empty bottles and replace with one filled bottle?

Example:
Successful Flight 1: 2 empty + 2 filled
Flight 2: 3 filled

Please let us know if this incrementation strategy is acceptable.
Answer
Total bottle count must be constant or increasing. Removing two empty bottles and adding one filled bottle is not allowed, even though the total payload weight might be increasing.

Valid examples:

Successful Flight 1: 2 empty + 2 filled (4 total bottles)
Flight 2: 1 empty + 3 filled (4 total bottles)

Successful Flight 1: 2 empty + 2 filled (4 total bottles)
Flight 2: 3 empty + 2 filled (5 total bottles)
